Registration deadline approaches for WBL and ACL Trainers
Professional status for LSC funded teachers and trainers in Work-Based Learning (WBL) and Adult and Community Learning (ACL) - [99/260908]

Following the introduction of government reforms in 2007, learning providers that deliver further education provision through a contract or funding agreement with the Learning and Skills Council (LSC) are required to ensure that all their trainers, tutors and teachers:

  • register as members of the Institute for Learning (IfL) by 30 September 2008
  • undertake at least 30 hours continuing professional development (CPD) each year (prorated for part-time trainers)
  • abide by IfL's Code of Professional Practice.

The reforms apply to learning providers operating in work-based, adult and community, offender and voluntary sector settings. So far, nearly 150,000 practitioners have registered with IfL, including FE and specialist independent college teachers, who were required to register by the end of March 2008.

IfL's deputy chief executive, Lee Davies, said, 'Following the publication of the FE white paper in March 2006, we saw strong support for teachers and trainers to become members of a professional body. Now that this is in place, our role is to help raise the individual and collective professional status of trainers and teachers, so that they get the recognition they deserve.'

'We recognise that there are a few trainers and teachers who are not yet sure they want to join, or don't like the idea of being required to do so, but I think this will change. Just as doctors, lawyers and schoolteachers are automatically members of a professional body, it will become the norm for FE and skills practitioners to belong to their professional body.'

In early September, IfL will be hosting three events around the country aimed at helping HR and staff development managers and senior leaders understand the impact of the new regulations on their organisations, and the opportunities for staff development. There is no charge for attending the briefings, but places are limited and must be booked in advance. There will be two sessions at each of the locations:

  • London: 2 September 2008
  • Birmingham: 3 September 2008
  • Leeds: 4 September 2008

Observation of Teaching and Learning - What Every Teacher Should Know

Teachers, trainers and assessors who are likely to be observed as part of internal QA process or Ofsted Inspections.

This programme is designed to inform teachers and trainers about the process and outcomes of being observed either by inspectors or internal observers. This event can be recorded as part of your annual CPD requirements.

The programme is delivered by Helen Groves - CEO of Humberside Learning Consortium and a very experienced observer of teaching and learning. Helen was Vice Principal and Director of Teaching and Learning at a Beacon college and a part-time inspector with ALI and Ofsted for many years. She has experience of inspecting colleges, prisons, work-based learning providers, Job Centre Plus and Adult and Community Provision. Helen has also observed Teaching and Learning as a QAA reviewer.

Quality managers, curriculum leaders, team leaders and course leaders who contribute to an area or organisations self assessment process and report, these skills are also useful for observers making judgments about teaching and learning.

This short programme is designed to develop the high order skills of writing evaluative statements. By the end of the session delegates will know the difference between descriptive and evaluative statements. This event can be recorded as part of your annual CPD requirements.

  3. How to develop a vocabulary of evaluative words
  4. How to make your self assessment report and OTLs evaluative and judgement rich

National Learner Satisfaction Survey 2007
The Learning and Skills Council (LSC) announce the release of the 2007 National Learner Satisfaction Survey (NLSS) [97/200808]

National Learner Satisfaction Survey 2007

The 2007 study was undertaken with over 43,000 learners in Further Education (FE), Work Based Learning (WBL) and Personal and Community Development Learning (PCDL). The findings provide valuable insights into how satisfied learners are with the provision that the LSC funds, along with providing feedback from learners on the quality of teaching, responsiveness and support that they experience from their providers.

The 2007 findings are positive with:

  • 93 per cent of PCDL learners satisfied with their learning or training. Learner satisfaction has remained stable since 2001.
  • 89 per cent in PCDL said they are likely to undertake further learning.
  • 80 per cent of PCDL learners would speak highly of their provider and the learning they receive.

The NLSS 2007 results can be accessed in more detail from the research tools website. This website contains the published NLSS documents and the complete 2007 NLSS dataset, including an interactive benchmarking module which allows local/regional results to be compared against the national picture.

'The Learner panel' feasibility study

The LSC would also like to draw your attention to a new project that the LSC has commissioned to investigate the feasibility of building an online learner panel, with learners aged 14 years and over. The project will trial and evaluate a number of panel recruitment options, from early September 2008. Only a small number of learners will be involved at this stage, and publicity materials will be displayed in some schools and colleges, and on websites. The LSC will aslo be contacting some learners to invite them to join the online learner panel.

The online panel will be used to conduct nationally representative surveys and provide the LSC and its partners with quick feedback on key issues, such as learners' attitudes towards their courses and the learning environment, perceptions of policies and awareness of publicity campaigns.

New E-Guides Training Programme Announced by NIACE
The programme aims to drive improvement in teaching and learning by increasing the effective use of e-learning in all areas of learning, by developing the skills and knowledge of E-Guides to support colleagues in their use of technology. [97/220808]

New E-Guides Training Programme Announced by NIACE

The programme runs from September 2008 through to May 2009 and is aimed at staff involved with the delivery of post 16 education.

The E-Guides staff development programme is a thorough introduction to e-learning and the skills required to use technology effectively in teaching and learning in post-16 education. E-Guides is delivered on behalf of QIA as part of the National Teaching and Learning Change Programme.

The programme aims to drive improvement in teaching and learning by increasing the effective use of e-learning in all areas of learning, by developing the skills and knowledge of E-Guides to support colleagues in their use of technology.

The training is aimed at all staff, paid and unpaid, in post-16 education who are involved with the delivery of learning across different subjects and areas of learning. This includes staff from LSC funded learning providers in voluntary and community sector organisations, WEA, staff in offender learning and skills, work based learning organisations and local authorities.

IfL publishes policy statement on professional formation
The Institute for Learning [IfL] has published its policy statement on professional formation for teachers, trainers and tutors in the further education and skills sector [90/010908]

Professional formation is the post-qualification process by which a teacher demonstrates, through professional practice:

  • the ability to use effectively the skills and knowledge acquired whilst training to be a teacher
  • the capacity to meet the occupational standards required

Successful professional formation leads to the conferral of Qualified Teacher Learning and Skills (QTLS) or Associate Teacher Learning and Skills (ATLS) status. Applications for licensed practitioner status, through QTLS or ATLS, may be made from 1 September 2008, and will be mandatory for teachers joining the sector from 1 September 2007.

Other than the regulatory requirement to achieve QTLS or ATLS status within five years of employment in the sector, professional formation is not time-limited, and the time taken to achieve licensed status will be determined by the circumstances of individual teachers.

IfL's deputy chief executive, Lee Davies, said, "It's important to note that relevant qualifications do not automatically lead to QTLS or ATLS status. This is conferred by IfL only after suitably qualified candidates have successfully completed professional formation, which is not available until 1 September 2008. The first conferrals will happen after early adopters have submitted their professional formation accounts for assessment."

The professional formation account should incorporate both mandatory and personalised evidence:

  • Mandatory elements include completion of an approved qualification (or equivalent) at level 5 for QTLS or level 3 or 4 for ATLS; literacy and numeracy skills at or above level 2; supporting testimony; and a self-declaration of fitness to practise.
  • Personalised elements include accounts of subject currency and of teaching and learning skills; self-evaluation of the candidate's learning needs and goals for the next 12 months; an individual learning plan; and evidence of reflective practice.

All teachers and trainers in the sector, including those who joined before 1 September 2007, are required to become members of IfL, abide by IfL's Code of Professional Practice and remain in good standing through continuing professional development (CPD).

"Licensed practitioner status is not mandatory for all FE and skills teachers, but will become the new benchmark in the sector," said Mr Davies, "and so we are encouraging all those teaching in the sector to achieve this as a demonstration of their professional skills and standards."

MSc Charity Resource Management Course 2009
We are now very pleased to accept applications for 2009 for the MSc Charity Resource Management course at Sheffield Hallam University - the next start is January 2009 [86/250808]

This is a two year part-time course intended for those who are directly involved in work with a charitable organisation (large or small) where you have a particular emphasis on resources (for example, fundraising/income generation, financial management, human resources - but linked to broader issues of organisational strategy and change management. The course also includes a module on consultancy/advice work, and is thus very relevant to those working with and supporting other charities.

There are eight taught modules and a dissertation - each module just requires attendance at the University for four days. On technical issues, the course is now fully updated for the Charities Act 2006. See www.shu.ac.uk/ad/charity for further details.

For 2009 the University is again offering scholarships which cover nearly 40% of the fees for students from charities with limited resources.

The course includes two modules with lead to the Institute of Fundraising Certificate in Fundraising Management - and it is possible to take these on a standalone basis in September and February. If you just want to work for the IoF Certificate, we can still accept applications up to the end of August to take the Certificate modules 16-19 Sept 2008 and 3-6 Feb 2009.
